The residential building, part of an urban estate complex, is a six-storey brick structure with a basement, rectangular plan, and a small rear projection (risalit) facing the courtyard. It was built at the request of the Kyiv 7th Apartment Owners’ Association in the Art Nouveau (Modern) style. The architect remains unknown.

In 1919–1920, the Ukrainian composer, choral conductor, public music figure, and priest Kyrylo Hryhorovych Stetsenko (1882–1922) lived in this building, in a four-room apartment (now No. 7) located on the third floor of the right wing of the façade section.

The building, with its restrained decorative treatment, rhythmic façade composition, and modernist plasticity, is a notable example of Kyiv’s early 20th-century residential architecture. Its historical significance is enhanced by its association with Kyrylo Stetsenko, one of the leading representatives of the Ukrainian national musical renaissance.
