The monument on the square in Khreshchatym Park was opened in November 1981 as part of the celebration of the 1500th anniversary of the founding of Kyiv and the 60th anniversary of the creation of the USSR. Under the 35-meter arch is a monument based on the Pereyaslav Council of 1654, when a peaceful alliance was concluded between the Ukrainian Cossack Hetmanate and the Moscow Kingdom.
On November 24, 2018, Ukrainian artists opened the installation "Friendship Crack" on the arch, which was related to the problem of illegal persecution of Ukrainian political prisoners in Russia.
The arch is surrounded by an amphitheater and an observation deck with a view of the Dnieper and the left bank of Kyiv. Events of various kinds are periodically held here: concerts, festivals, fairs, exhibitions, etc.
